Replaced both primary and secondary water valves to make sure I fixed the problem. Both valves have to open when you function the water dispenser and when the ice maker tray needs refilling. YouTube video was a great help and let me know that I had to lengthen one hose. The video showed me the exact parts I needed to lengthen the hose. YouTube video also let me know that I had needed to transfer the internal springs in the hoses when I cut the old connections off. Never would have known... Read more

After some research on the internet,I found out that the most likely cause was a failed water inlet valve. The refrigerator is quite old so I wasn't going to spend an arm and leg on it to fix it.
