After doing all the tests to determine the problem it turned out that it was likely the motor in the ice maker. Rather than fix the immediate problem with a new motor and for just a few dollars more since they're prone to failure anyway, I eliminated potentially future problems by just replacing the whole ice maker. The amount of water being dispensed into the ice cube tray was excessive, causing overflow of the tray. The water then ran into the collection bin and even down the side walls of the freezer creating a huge block of ice in the bin, and ice all over the lower shelves as well.
