I discovered that the water pressure sensor was jammed in the far reset position (full clockwise) by a damaged control knob and that the sensor spring was not strong enough to return the knob/sensor to the max fill position and shut off the water. The control knob collar that fits on to the sensor shaft had broken and a small piece of the damaged plastic collar wedged against the front panel which caused the knob to stick in the reset position.
