Given all the symptoms, we figured that the control board went out. First, unplug the refrigerator. The control board was easy to access by removing a panel on the back of the fridge. I unplugged all the connectors and used a putty knife to release the board from the plastic retaining clips. Fix ice not dispensing or auger not turning issues. This coupler connects the motor to the ice bin auger. DIY-friendly repair, about 20 minutes.
The problem was that the motor coupler & shaft had a tiny bit of rust at their union. With the weight of the ice bin it rusted in the lowest position. This didn't allow the motor coupler to float on the shaft. There is a spring inside the shaft that pushes up on the motor coupler keeping it engaged in the ice bin coupler above.
