Based on information found at AppliancePartsPros, I determined that the it was most likely the thermostat (thermal fuse). I removed the rear panel and tested the fuse for continuity and it was bad. Not sure which fuse might be bad, I ordered all three. The oven is almost twenty years old, so I figured it couldn't hurt to replace them all.
