I replaced both items. I lifted the racks out for clearance. with a small screwdriver, I flexed the flat springs holding the whole tube assembly. It came right out. Using the screwdriver, I popped the nozzle off, put the new one. I flexed the flat springs a little back into line to be able to hold the whole tube assembly, put the assembly back in, and pushed the spray arm onto the nozzle. Put racks in. done. Took less time than it did to write this fix it paragraph.

Parts arrived faster than promised. I unscrewed both holder screws. The new arm snapped right in the new holder. Then screwed the new arm holder assembly back in to the dishwasher. There is a plastic "snapping" feature (Two plastic tabs that when pressed together can fit into the holes on the spray arm. Once in there, the tabs expands and keep the spray arm in place) that comes out of the top onto which the spray arm is attached to. That plastic piece broke and the spray arm fell off.
It wasn't clear how the snapping feature was attached to the top of the dishwasher at first. I was looking for a replacement for it and could not find it on any of the assembly diagram...

I discovered that the water inlet manifold was cracked. Installed the new part which greatly improved the issue but was not completely resolved. Upon further inspection it looked like the arm bearing had seen better days so, since the machine is ten years old I opted to replace the rest of the assembly.
