Got help from the internet to diagnose the problem. Seens that the neutral drain part of the transmission will not shift to spin unless there is a pause after draining. This is the central control unit (CCU) that manages all of the washer's functions, including cycle selection, water fill, drum speed, and drain operations. It is a circuit board typically mounted inside the machine's control housing. Replace this board if the washer displays error codes, fails to start, stops mid-cycle, or if buttons and cycle selections are unresponsive.
After unplugging the washer from the electrical outlet, the top of the washer was removed without a problem in order to allow easy access to the Central Control Unit (CCU) at the top of the back end of the washer.
