Purchase replacements. Removed old roller carrier from lower basket by pushing on retaining clips with butt of screw driver. Maybe necessary to use flat end to get it started coming off.

We purchased both the roller studs and new rollers for all of the slots on the lower rack. They came two days later and I was able to easily click them into place and the lower rack now rolls smoothly and securely. I removed the basket, studied the old adjusters before removing them, and installed the new ones using some of the old parts(adjustment levers and the covers). adjusters work like a charm.. the only tool required was a screwdriver with removable torque bit.

Removed old rollers and axels and installed new ones. Used needle nosed pliers to remove old axles and rollers and put new ones on by hand, just snapped them onto the rack frame and pushed new wheels onto the new axles. Discovered that the end caps of the metal guide that the rollers move in just rotate out on a hinge principle in order to remove the rack in order to put the new rollers on.
