After watching a few videos on this site and on You Tube it seemed like the most likely culprits were the starter and the capacitor. I found them easily behind the back panel near the compressor and easily unplugged them. I found the part numbers on this site and ordered them. After a 5 minute installation the compressor came back to life, and my 10 year old refrigerator has a new lease on life.

For an emergency fix I installed a 3 in1 kit disabling the original start cap and wiring in the original run cap to the run winding.
Ordered the proper PTC and overload from Appliance Parts Pros and installed them 2 weeks later.
The original start and run capacitor were good, rewired back to design specs.
The original PTC had pins 1,2 and 3, the replacement had 2,3 and 4.
Only wiring change was to install the red wire from pin 1 on the original PTC to pin 4 on the new PTC.
