I turned off power and unplugged the touch panel ribbon cable. After restoring power and closing the dishwasher, it started running a drain cycle--this suggested the issue was the touch panel. Replacing the panel was pretty simple. Remove 6 screws (need a torx) bit, unplug the ribbon cable, take off the control board and the handle, and then reattach the new touch panel.
