Hello Rusty, Since the water valve has no spring inside it to close it, the only thing that closes it is the water pressure that is applied to it. If the water pressure is sufficient, you may have a sticking set of contacts inside the icemaker assembly. There is no way to "test" a water valve to see if it is physically opening and closing short of applying water pressure to it and see if it passes water and closes after doing so when the voltage is removed from the coil.
