Nate, At this point, no you don't need a new pump " I can see water coming out of the dishwasher, so it's pumping out ". The water inlet valve controls the water entering the tub/machine. Try this, Start the machine on a regular wash cycle, allow the dishwasher to fill and start to wash(3 to 5 minutes) then unlatch the door, and remove the lower rack. Check the water level in the bottom of the tub. it should be approx.1/4" near the bottom of the heater element, if it's not at least that high/deep there's not enough water to properly wash dishes and operate the machine properly. If the water level is in range then check the water temperature. It should be a minimum of 120 dgrs.F. in the bottom of the tub on the first fill of the cycle.
