Answer Sam, Yes, it could be an issue with the fill valve solenoid, apparently the cold water solenoid, You should, disconnect the cold water fill hose from the washer and the faucet, and check the screen washer and debris screen in the end of the hose and inside the valve inlet for debris ( sandy looking debris) blocking the water flow.
