The actuator pad, which depends on the ability of the rubber to return to its original shape, had lost that ability and therefore would not pull back the switch actuator.
I decided to replace the switch also. The new is quite harder to depress so I had to add a light coil spring around the actuator enabling the new pad to return to return to it's position, which seemed to bind when activated. I had the spring.
All in all it was a relatively easy repair.
