I found that the ceramic on the igniter was cracked, so the spark was not traveling to the top of the igniter. I removed the two screws holing the burner assembly in, opened up the back of the control panel and removed the wire that was going to the old igniter. I threaded the new igniter wire through the same path as the old one and plugged it into the spark unit in the control panel. everything was re-assembled and it now works great. The 1-hour repair time included cleaning the area behind the stove.
