After trouble shooting I determined I needed to install a new water inlet valve assembly. The fridge is about 16 years old and I figured it was the valve and the solenoid was not activating when the water pressure changed. Watched the Appliance Pros "How to" video, which was great, gathered my tools and towels, and replaced the valve.
