Replacing the ignitor fixed the problem. The broiler igniter worked OK so I figured it was just the igniter itself Thanks to AppliancePartsPros for not only having the part in stock but also shipping it the same day even though I ordered it very late in the day. It was easy to get to although one of the screws that held the manifold in place had to be drilled out. Taking the bottom drawer out provided good access to the plug and socket as I didn't want to just cut and splice the wires together.
