I replaced the Run Capacitor and the Overload PTCR and the problem was fixed. The replacement was easy in theory, but it took me a while to clarify how the wires connect to the new Overload. It was a completely different shape and design than the old one. The orange wire that was connected to the N connector should go to the new #2 connector, and the black wire that was connected to the L connector should go to the new connector farthest from the capacitor. It was also not possible to use the old wire clip because it didn't fit this new design. I used a zip tie to hold the unit on.
