Extremely easy fix. Ordered new wheels, which arrived in two days. Pulled little retainer clips off the front of the channel in which the wheels ran, and then removed the top rack. Un-clipped the wheels from the rack and installed the new wheels. Slid the rack back on the channels and replaced the retainer clips. All done without tools. Easy peasy.
