Randy, if the washer is not reaching 13" from the bottom of the spin basket during a deep fill, this would likely be a failure of the main control WH22X38441C.

Elaine, The approximate dimensions for the filter will be 3 3/4" on the sides, it will curve to approximately 6" in the middle at the bottom and will 13 1/2" across the top.

Hello Kevin, If this is the correct model number of your GE dryer you will need to check in the opening for a lint build-up or debris/obstructions in the filter housing section of the front bulkhead assembly.
