Cle, If the heater and the thermostat test good then the control board will need to be replaced.

Michael, According to the wiring diagram, there is a fuse built into the board that is non-replaceable and you would need to replace the board.

Leroy, if you are getting voltage to the heater and it doesn't heat, replace the heater, if there is no voltage going to the heater, replace the control.
