Pat, This issue does sound like it would be caused by a bad control board but may also have to do with the thermistors. You will want to check the thermistors in the unit. At 0 degrees the thermistor should read 42.2K ohms, at 37 degrees the reading should be 14.4K ohms and at room temp of 77 degrees the resistance should be 5K ohms. If out of range then replace the thermistors. If the thermistors check ok then it would be the main control.
