Answer

Hello Joe, If you do not have a display on the clock then the control board has failed. If you have display then you will want to check to make sure that you have 240 vac to L1 and bake and also L1 and broil with unit off. If there is not 240 vac present then you are loosing one side of your power supply. You would then want to check all your wiring to ensure that there is no broken or damaged wires. If there is 240vac to the control board but oven still will not turn on then you need new control board.WB27X10311 You can test this with a multi-meter TJMA-DMT3. Here is a link on how to use a multi-meter. http://forum.appliancepartspros.com/oven-repair-including-ranges-cooktops/4810-how-check-continuity-ohmmeter.html
