When you make a bake or broil selection and set a temperature, that's when the igniter should start to glow and ignite the burner, the igniter should cycle off and on as the temperature increases and decreases, but will have a "red" glow to it, the complete cycle, until the control is turned off. You'll need to check for "0" voltage to the igniter,with a multi meter, when there is no broil selection made on the clock, If there is substantial voltage present, you'll need to check the broil relay on the control WP5701M509-60 , for an "open" or "closed" circuit, or a damaged wire.
