Brian, If you look really close and the red lever, You'll probably find a cracked or missing segment on the lever, near the opening for the pin that holds the lever to the shut off shaft. If you're lucky and nothing is broken or cracked, you will need to extend the shaft out with a pair of needle nose pliers, until you can align the holes in the lever to the hole in the shaft, then insert the roll pin through the opening until it protrudes at both ends.
