Hi. Without a manometer part # TJ45506 to measure the gas amount on a burner orifice then it will be an educated guess at this point. Did you recently have any gas appliance repair recently? Do all the other house gas appliances work OK? Throttle the shut of valve a few times to see if there is any internal debris momentarily clogging the pressure regulator part # WB19K10001. Turn the ON/OFF lever on the pressure regulator to see if it is partially open. Tap on the pressure regulator while the top burner is working to see any positive change. Make sure all orifice's and burner pilot holes are clear to accept the fuel pressure. Thank You.
