Ken, Since you have a multimeter, when the glow bar igniter is glowing, check for 3.2 to 3.6 VAC across the wires on the gas valve bake terminals. Anything lower than 3.2 VAC will not open the gas valve for ignition and burn. Also disconnect the wires at the new igniter, attach the meter leads to the wires from the chassis and turn on the oven, you should read 120 VAC across the two wires from the control, that will verify if you have a control relay issue or damaged wire.
