Clark, You will want to make sure that there is power getting to the water valve when the washer starts. If there is no power then the issue will be a faulty control board. If there is power then the water valve is faulty. For the issue of the unit spinning slowly, check to make sure that the door is locked and that the unit is draining all the water out of it. If not then it could cause the slow spin. If the water is draining and the units door is locked then test the motor circuit for possible loose wiring , corroded wiring, etc.
