Hello Stuart, I would first have the utility board or gas provider come out and verify proper gas pressure to the unit since this can be caused by an issue with the pressure regulator for the supply, (not part of the appliance). This sounds like the ground to the burner base is breaking down. It also sounds like there could be an issue with a past spill so you will need to remove the burner base and check the orifice by clearing it with a small paper clip or safety pin. If this does not correct the issue the main top should be removed to verify the integrity of the gas lines inside the unit.
