Tom, This unit has a automatic temp control for the water. On cold it will be cold water that comes in and on hot it will be hot but on warm it will be determined by how cold the cold water is and may alternate the hot and cold water to achieve overall temp for the warm setting. If the water temperature of the cold water is above 75 degrees then the unit may not warm up the water any further. When the water is colder then it will activate the hot to mix the water with hot and cold water for warm. You will want to check the thermistor on the unit to ensure that it is good and not defective as it can cause this issue.
