Hello Rich. The substance you describe has to be something that has gotten into the unit after the fact as there isn't anything in it to produce the substance. The chopper blade rides on a cog that it is forced against by the chopper blade spring in the blade assembly. It will seem loose in the installed position. I would use a shopvac and get as much out as possible. Then I would run a sanitation cycle with dishwasher magic TJ104. Of course a sanitation cycle means no dishes, no detergent, heat assist, and normal cycle. Once you get the stuff flushed out, the issue will be solved unless the stuff gets put into the unit again. Be aware it isn't my job to lay blame for a problem. This was not the intention. Things get dropped into dishwashers all of the time and if it fell off of the kitchen counter into the unit, it's easy to get past you. Have a great day!
