Barbara, You have 240 vac going to the control board. Incoming lines are connector 2-4 and 4. If you test either one of these connectors to 1-1 which is your neutral you should read 120 from each one. If you do not see voltage from one of these connectors then you can check the terminal block for issues or possibly home wiring problems or breaker panel.
