Answer Randy, it is possible that the control was set to cooling-off when tested at the factory. It would be recommended that the temp setting button be pressed and held for 5 seconds to de-activate the cooling-off mode (if it has been activated). If this does not correct the issue, the black wire on the control would need to be tested for 120VAC to identify if voltage is reaching the control.
