Ron, It could be the fill valve, but first check and make sure the fill hose and fill valve debris screens are not clogged. Make sure your hot water temperature is 120 dgrs.F. and your cold water is not too cold. Any one of these issues could cause the washer temperature to fluctuate or exceed the bi metal switch perameters.
