Hello John, Yes the condenser fan motor 8201703 being siezed will cause unit to malfunction like this. When the fan motor is not circulating air it is not allowing the compressor to cool properly. This will in turn cause the compressor shut down on overload prematurely and cause freezer section to not freeze properly. Also as long at the freezer temp is below 38 degrees you will not notice much of an effect on refrigerator section since refrigerator is going to be about 38 degrees when running normal.
