This refrigerator door flipper mullion is the folding center rail that bridges the gap between the doors. It helps complete the door seal and reduces condensation along the center for better temperature retention.

Colleen, If the mullion strip WPW10151713 is missing, you will want to check the left door liner and make sure the liner isn't damaged, cracked or broken If the liner is Ok, When you open the left refrigerator door, you will find "hinges" or "pivots" mounted to the door liner assembly, You will need to remove the two hex head screws holding the top pivot and the two screws holding the middle pivot. You can then raise the mullion strip up an inch and disconnect the wiring harness in the middle pivot, and change out the part. You may need the mounting screws W11311945, if they aren't there or have been discarded by mistake. The mullion strip, doesn't have anything to do with dispensing water, so you will need to check to see if the water tank is frozen, or the water valve has failed. Both parts are located behind the panel on the right side of the back wall of the refrigerator compartment.
