Gordon, The first check you need to make would be the thrust bearing 12002213 assembly. If the cams, washers or bearing is distorted or worn badly, when the pulley reverses and attempts to release and raise the brake rotor, and lock the internal clutch spring, it can't and the brake will remain set, and the tub can't move.
