Answer Hello Bill, If the upper spray arm isn't spinning freely, you need to investigate as to the reason. Is it binding or is it a water pressure issue? If it is binding, it isn't a bad idea to replace it and the retaining pins 8193504. If it will spin but isn't spinning during operation, you should check the filters and chopper assembly W10083957V for clogs and damage.
