Hello Karen, If the water inlet valve is bad and the unit isn't filling to a proper fill level, this would indeed cause the spray arms to be deprived of the water pressure necessary to spin them and perform a proper wash. The other two things that could cause the issue is a stopped up screen in the pump and motor assembly, or a pump impeller damaged or wrapped in a piece of debris that inadvertently made its' way into the unit.
