I removed the filter and cleaned out the bottom of the dishwasher. It was obvious that some of the plastic had deteriorated and the tubing assembly was not getting water to the top 2 spray arms. The tubing assembly was no longer sealed where the upper drawer connected at the 3 available heights.
Replacing that and the top spray arm that looked to be clogged did the trick. Also, make sure your drain is clear! We had a lot of crud in the drain under the sink and after a gross cleaning session, the dishwasher does not sound like the pump is straining to drain water. Big improvement.
