At least I thought it was broken, so I replaced all four wheels.
But like all do-it-yourselfers, I didn't pay attention to how the old ones were installed when I pulled them off, The moral of that story is that an hour before you have to be at work isn't the time to do a "5 minute fix." Especially when you discover "some assembly required." The clips had to be installed in the wheels. When I got things put back together, they didn't work so well.
I seem to remember that there was an install video that I didn't watch all the way though when I ordered the new wheels because I thought I was smart enough to figure it out. Well, I did figure it out after I dug the old wheels out from the very bottom of the kitchen trash :-P and compared the old with the new.
Once I realized that I had improperly installed the new wheels it WAS less than a five minute fix. Basket rolls just fine now, so we're back in "the dish washing business."
