I ordered a dual (in and out) element from ApplianceParts Pros. It arrived within 2 days (Great Service by the way).
I initially thought it was not exactly the same part as the original since it presented with a cross connection connecting the heating element connection with the metal electrical attachment. However, the electrical wiring connections worked fine.
When turning on the burner, I found again the outer element did not heat up. Then I eyed a switch on the control panel of the back of the stove that I had not noticed before. I turned on the switch and wala - it worked - the whole element heated.
