I used a multimeter to determine that the thermal cutout in the air inlet duct downstream of the heater elements was open. I easily replaced that after I purchased the part, and I replaced the heater element even though it didn't appear to have anything wrong with it, but I couldn't figure out why the cut out had tripped open and figured it had to be something with the heater element.
