First checked the hoses for restrictions and the incoming water pressure. This all checked out ok.
Then went thru the test cycles for a Whirlpool Duet Washer, made it up to C04 with water continuing to come in. So water flow or restrictions was not the problem.
Checked the water pressure sensor and noticed the hose leading to the basket appeared "kinked" mid way down.
Ordered a new hose.
After replacing the water pressure sensor hose ran another test cycle and was able to get all the way thru. No issues.
