Turned off water behind the fridge. Unscrewed housing that covered water lines behind the filter base with a 1/4" socket. Pulled out the water hoses by pulling forward on the blue ring holding the hose while pulling the hose backward. Unscrewed the two screws below the filter base. Used the 1/4" socket to remove four additional 1/4" nuts holding the front housing until it partially dropped. I kept the housing propped on a jar. Unscrewed two additional screws holding the filter release rod in place with a short screwdriver. Twisted the rod counter clockwise so it could be disconnected from the filter base. Removed the old filter base. Put in the new filter base and put everything back together and turned the water back on.
