The dryer was tumbling but there is no heat. This leads me to conclude that either the dryer thermal cutoff kit and thermal fuse is bad. However, one additional diagnosis step suggested turning the breaker for the dryer off and on. After shutting the breaker off and on the dryer started to operate normally. There has been no problem since.
