I first cleaned the filters on the water inlet valve, but had no luck. I then replaced the water inlet hoses, but the error code still came up. After some research, it seemed like the most likely culprit was either the water inlet valve or the water pressure sensor. Since the water level never rose to abnormal levels, I assumed that the water inlet valve was the problem. I ordered the part and used the extremely helpful replacement videos on this site to replace the valve and it worked perfectly. You could visibly see the difference in water pressure as the washing machine filled up for a load.
