I replaced the igniter but when I stripped the existing wire I didn't fully remove the insulation. As a result, the connection was not good. I had to remove the ceramic wire nuts and ensure the thin covering over the wires was removed. Once I did this and reconnected the wires with the ceramic wire nut, the igniter worked as expected and the oven heated up.
