A previous unseen sticky spill had gone down the water lines inside the fridge, past the factory silicone sealant and dripped onto the compressor start relay. Relay and capacitor both had external burn marks. Replaced the relay and capacitor together and everything is working great. Also, added some more clear silicone around the water lines behind the veggie bins to prevent future spills getting through.
