The unit passed its self tests so the control board was probably ok. The unit was in start mode as per the service manual and the compressor was silent. Replaced the start relay and the capacitor and the problem was fixed. The cap seemed ok (not bulged out) but I replaced it anyway as it wasn't expensive and I had no way to test it.
